He grew up on the family goat dairy on Perry Avenue, graduated from Columbia High School in Richland, WA in 1960, and spent 2 years in the Navy Reserves. He had been self-employed repairing food service machines until his health forced his retirement.

Hugh is survived by brothers Richard (Donna Mae) Rapp of Grandview, WA, Wallace (Diana) Rapp of Kingston, WA, and a sister Kathy ('68nab) (Mike) Puderbaugh of Ferndale, WA; and numerous nephews and nieces.

He was predeceased by his father Albert in 1966, mother Martha in 1982, sister Delphine Armstrong in 1969, and brother Bill (Albert William, Jr.) in 2004.

A memorial gathering for family and friends is planned for a later date. Immediate family may be contacted. Donations may be made in Hugh's name to the Kitsap Humane Society, Attn; Dana Lerma.
