Joyce, 70, loving wife, mother, grandmother and friend, of Vancouver, WA passed away in Phoenix, AZ on March 1, 2014. She was born September 18, 1943, in New York, NY to Joseph and Martha Rissberger.

Joyce returned to college at the age of 56 to finish her BA at WSU in Pullman, WA, graduating with a 4.0 GPA. She worked as an office manager/accountant and a realtor.

Joyce was a devoted soccer mom, Girl Scout leader, and member of the Delta Zeta Sorority. She had a pilot's license, was a Democrat, and a big advocate of equality and women's rights. Joyce supported U.S. companies and products "Made in the USA" and healthcare.

In retirement, Joyce and Billy traveled extensively in their RV with her beloved golden retriever, Ginger. She maximized her time with family, friends and caring for her two grandchildren.

She was preceded in death by her brother, Paul Rissberger; and both parents.

Joyce is survived by her husband, Billy Kelly; son, Ryan Kelly; daughter, Melissa Kelly; and two granddaughters, Amelia and Shelby Wickstead.

A memorial service was held March 11, 2014, at Evergreen Memorial Gardens.
